1. Make a new document, anysize doesn't matter. I used 300x300. Start out with #265B89 as the background color.
2. Using the Eliptical Marque Tool we now want to hold Shift this will make a perfect circle. Make a selection like below:
3. Make a new layer and fill this layer in with #0D2F5B. Leave the selection there. Create another new layer and fill it in with white.
I used white on both my layers but its quicker to do the color change to Layer 1 now.
4. Now we want to apply all these blending options to the top layer (Layer 2). Right click the layer and set all these settings:
5. Set the fill to 0% on Layer 2:
6. Now that we got pretty much the whole orb made all we want to do is add some character to it. Using the Eliptical Marque tool again we want to make oval selections and fill them in with a white to transparency gradient:
7. Repeat step 6 and apply a oval shape to the bottom.
8. Now add your final touches, I just used some text and added some glow to them:
