1. Start new document with 550 width and 550 height. Create New layer. Select Ellipse Tool from toolbar and draw an ellipse.
2. With the help of Elliptical Marquee tool Cut the Lower portion of the ellipse.
3. Apply these effects to the body.
4. Select Ellipse Tool and draw another ellipse for face.
5. Apply these blending options:
6. Now select pen tool and draw some hairs. When you satisfy with your hairs right click and select Make Selection, Press Ok.
7. Apply these effects to hairs.
8. Set #EAA775 as your foreground color.
9. Select brush tool and select Soft Round 27 Px brush from brush picker. Also enable airbrush from brush tool bar. Add New layer for hair reflection. On a new layer apply air brush only for once for hair reflection like this:

10. Select Man Icon Body with the help of Ctrl + Mouse click and contract it by 5 px ( Select>Modify>Contract). Create New layer. Set white as your foreground and select "foreground to transparent" Gradient. Apply gradient from top to bottom.
11. Select Pen tool and draw a shape for shirt collar.
12. Add these effects.
13. Duplicate Collar layer and move it to the other side for second collar.
14. Select Pen tool and draw a shape for shirt neck like this
15. Apply these effect.
