Open up a new document. I used 640x480
Create a new layer called base, and create a circle in the middle and fill it black. Do not deselect the circle.
Set white as the foreground and black for the background Filter>texture>Stained Glass
Use settings similar to these
Now deselect your circle.
Select the Magic Wand.
With the Magic Wand tool selected, click on the white lines which where created when we used the Stained Glass filter.
Copy and paste the lines onto a new layer, call the layer light 1. Duplicate this layer and call it Light 2
You should now have 4 layers
Select the Background layer and fill it black.
Select the layer light 1. Go to Filter>Blue>Radial Blur.
Settings may vary depending on your size the image you are using. If you are using similar size to mine, then these settings should be ok.
Duplicate the layer, and press ctrl+f to re-apply the blur.
Duplicate your new layer (called light 1 copy if you haven't renamed it). you should now have layer called light copy 2
Go to Filter>Blue>Radial Blur. and use settings similar to this.
Duplicate the layer (light 1 copy 2) and press ctrl+f.
Your image should be looking similar to this now
And your layers pallet should look like this.
Click on the layer named light copy 3 and press ctrl+e 3 times.
this should merge your layers so you are left with.
Duplicate the Light 1 layer.
Hold ctrl and click on the Base layer. This will select your original circle shape. With the selection still active, press Delete and fill the selection with Black.
With the selection still active, select the light 1 copy layer and go to Filter>Distort>Spherize and use these settings.
Select light layer 2 and press ctrl+f.
Your image should now look something like the one below.
With the selection still active, select the layer light 1 And press delete.
Your image should now look similar to this.
Select the light 2 layer and press ctrl+i to invert the colours.
Select the base layer and go to Filter>Render>Lens Flare. and place it roughly in the middle of you mesh ball. And adjust Brightness, until you have something like in the picture below.
Select the Light 2 layer, and press ctrl+g 3 times.
Select the new layer and set its blending to Overlay.
Your image should now look like this.
Select the Base layer.
Go to Filter>Blur>Gaussian Blur. and use a setting of 5.
And this is your finished mesh ball.
