1. Take a new file of 400 pixels,400 pixels, of resolution 72 dpi in the RGB mode.
2. Make a selection with the rectangular marquee tool like in the image below.
3. Fill the gradient in to it to give the metal effect.
4. Make a selection with the pen tool as below.
5. Fill the black colour to it in a new layer.
6. Apply the blending options which as given below.
7. Apply the blending options > Bevel & Emboss which as given below.
8. Apply the contour effect as given below.
9. Apply the blending options > Drop shadow which as given below.
10. Your image will be like this.
11. Make the multiple copy of the layers as in the image below.
12. Goto Filter > Distort > Polar coordinates and apply the given below.
13. Your image will be like this.
14. Make its copy and flip it vertical as mine.
15. Merge the layer and make the copy of the merged layer rotate it as 90* angle.
16. Merge the layer and make it small with transform selection tool apply the radial blur of the given quantity.
17. Your final image will be like this as mine below.
