Next step includes creating a new layer (Create new layer) and then using the Paint Bucket Tool (G), we can paint it with the color #CDCDCD.

Blending Mode-Color Burn

Insert the text now on the picture, but take care of the demands presented in the next table:

Blending Options>Stroke

Create again one more new layer (Create new layer) and paint the layer with the color #00FFFF, using the Paint Bucket Tool (G).

Select for the layer in case the next options: Filter> Filter Gallery>Grain

The layer's parameters: Fill 30%

Blending mode-Soft Light

Create another new layer (Create new layer) and make a mouse's click on the next shown option:

Select out of the next table the Brightness/Contrast option

Create one more new layer and make one more click on the button, choosing in the menu the Hue/Saturation.

Choosing the RectangleTool (U), it's possible to represent the last effect.
