Begin by downloading and adding the following brush sets:
Once you get those brushes, create a document the size of 600x300 and set the background to black.
Now in your Break dance Brush set that you just added, select the following brush with the color #67c6d8 and then input it on the background. Set a little smaller size so you can fit on the background.
Looking good, now here is where the fun part comes in. Select your Grunge Brush Set that you just added and use different brushes all around. Everybody will have a unique picture since there is no limit to how much mess you can added, although remember to create a new layer and set the color to #67c6d8.
Now lets add some shadows of grunge, set the color to black and apply the same brush set all over the stencil. Make sure you create a new layer!
You are basically done with the stencil and grunge, the next step is to mess with some funky text. What i did was basically took Arial Black, create all the letters separately, piece by piece and set them to different sizes. I also used the Edit > Free Transform to tilt some of the letters around. Apply those techniques and you should get something like this:
Create a new layer, once again use your Grunge Brush now to add some white mess to the letters. In the end the results will be something like mine:
You are done with the main effect, if you want to add some side credits/links then you can. I used Base 04 Font and Eraser Dust both can be found on DaFont.com, just search them! Here is what i got:
