The layer's parameters: Blending Options>Stroke

Make four copies of the last made layer and make each copy smaller proportionally with the previous one. It's possible to do that with the Free Transform option when pressing in the same time SHIFT button. The layers' parameters are the same, but the colors of the layers are different.

Make copies of the earlier made circles and apply the Free Transform selection to change the sizes of the copies' layers as it is shown next picture.

Do the same operation with the other one earlier made group.

Continue drawing the circles' groups, selecting the same Ellipse Tool (U).

Make a copy of the recently made circles' group and choose Free Transform selection to make the copy smaller, placing it as below:

We need to draw another group of circles, keeping using the Ellipse Tool (U).

Make a copy of the last made group of small circles and apply the Free Transform option to make the copy smaller as it is indicated next picture:

We need to make one copy of the earlier made group of circles. Applying the Free Transform selection, we need to make the copy smaller and select for each layer the next parameters: Blending Options>Stroke

Create two more copies of the earlier made groups of circles and if necessary we may change the layers' sizes with Free Transform option.

The Ellipse Tool (U) will be helpful again when representing the other groups of colored circles.

Make a copy of the last made layer and continue using the Free Transform option to minimize the copy as it is shown below:

Try to make now a white small circle, having the same parameters with the previous two ones.

On the other part of the picture, we'll try to represent a group of intensive colored small circles, using the Ellipse Tool (U).

Next try to draw with the same tool a circle, having the color #1C286F

Make copies of the earlier made group of circles and select the Free Transform option to change the copies' sizes and place them as below:

Create a new layer and select for it a standard brush (Brush Tool (B)) for representing an ornament that would be made of a lot of small points of different sizes, having the color #1C286F

Use the same brush for representing a lot of points on another layer (Create new layer), supplementing the ornament of our picture. The color in this case should be #22370d. You may see below the marked places the brush should be used on.

Create a new layer and apply again the Brush Tool (B) for representing many points of white color.

On the next layer (Create new layer) we'll apply the mentioned above tool for representing a kind of ornament made of many points too, colored with #BD1385. Use the brush only on those places marked on the picture.

Create a new layer and try to represent several points with a standard brush too, colored with #99CC16

Add several more points colored with #236798

Now it's necessary to select the Custom Shape Tool (U) to represent several arrows colored with #1C286F. The arrow may be turned around with Free Transform.

Apply for the layers containing the two arrows the same parameters: Blending Options>Stroke

Use the same tool when inserting several white small arrows.

Two arrows must be colored with #96D4E6

Two more arrows have the color #00A0C6. Use the same Custom Shape Tool (U) to draw them.

Take the Pen Tool (P) and represent a shining star of white color. Correcting its shape is possible with the Convert Point Tool.

Make twenty - four copies of the shining star drawn last and select Free Transform option to change the copies' sizes and their placement on the picture.
