I saw 2 animations like this on forums and stuff. This is my favorite.

image 1

So if you like it and want to know how its done read on.

This is the picture I'm going to use..

We are going to start by double clicking the Background layer in layers panel. This will unlock it.

image 2

First I'm going to put it in a square. Change the Canvas size. I've changed it to 325x325.

image 3

Now Duplicate the layer.

Then tilt it a bit.

image 4

Filters>Effects>Twirl

I gave a value of -10

Now Duplicate the tilted layer.

Then give it a Radical Blur with the settings shown below.

image 5

Now take a soft brush for the eraser. Put the opacity to 50%. Then erase some bits off like the face. So that the face from the non-blurred layer below would be visible.

Merge down.

Now we have 2 pics...

1-this one with no effects...

image 3

2-and this one which is tilted, twirled and blurred.

image 7

Now... duplicate each layer and invert these duplicated layers.

image 8

Now Ctrl+Shift+M to edit it in Imageready....

image 9

Here's my end result...
