Learn How to Create a Glass in Photoshop CS5
Step 1
First of all insert your picture in Photoshop as like in preview below:

Step 2
Select Rectangular Marquee Tool (M) and select any part of the image as like in preview.

Step 3
Press (Ctrl+J) to create a copy of selected area so that we will apply glass effect on a new layer.
Go to Filter > Distort > Glass.

Note: You can make glass with other option. Go to Filter > Artistic > Rough Pastels.
After applying these settings we have cool effect. You can see in preview below:

Step 4
In this final step we applying the stroke for showing the glass outline.
