1. Create a new 165x165 pixel document and name it Ice Text. Now press D then X and fill the document with white. Then create a new layer, name it 'text', and select the horizontal type mask. Click on the document and write the letters you please. Then when you click on the little checkbox (upper right) you will get a selection of the text. Fill the text with a dark blue [R: 0, G: 31, B: 86]. Then contract the selection by 3 pixels. and fill with a lighter blue [R: 0, G: 118, B: 163].

2. Now preserve transparency on the 'text' layer, and then apply a gaussion blur with settings [Radius: 3px]. Then uncheck preserve transparency. Now copy the 'text' layer, and name the text copy 'texture'. Then load the selection from the 'texture' layer, and contract the selection by 4 pixels. Then inverse the selection, and press 'delete'. Now deselect the selection, and apply a stained glass filter with settings [Cell Size: 3, Border Thickness: 1, Light Intensity: 4].

3. Apply a sponge filter with settings [Brush Size: 1, Definition: 18, Smoothness: 2]. Now adjust the levels with the settings as follows:

Now change the blending mode of the 'text copy' layer to 'Lighten'. Then apply a bevel and emboss style with THESE SETTINGS.
