Start with a New document, and fill it with #4F4E4E

Make your text. It doesn't matter which color. Make sure you do it with a round font, this way you will get the best results!(I used "Aharoni")

Apply these blending options to your text layer:

You will get this:

Now create a new layer and call it "Shine". ctrl + click your text layer and delete the bottom half of it. Fill it with white and lower the opacity to 33%

You should now have this:

Ok, when that's done, duplicate your text layer, delete the blending options, rasterize it (right click > rasterize layer) and fill it with white. Now with your move tool active, press your arrow "up" and your arrow "right" once. Now duplicate the "duplicate of your text layer" again and also move it with your arrows. Duplicate and move the new layer you get when duplicating an other again and again, until you have the border you want.
