1. Preparing the Background

To get started make a new document, I used 300x160. For the background I used a #0090be to #005f96 radial gradient.

I then blended a 3D Image of Pacman into the background like so:

2. The Text

Get the text tool and make some text. I used the font Impact.

The text on the left is #0077a9 and the text on the right is #008bba.

Apply the following layer styles to the text layer:

Now it looks like 3D text, with just layer styles! Awesome.
