1. First of all make a new document. I used 340x160.
Now make a background that will suit the theme.
I made a #ffc71f to #ca8f04 Radial gradient in the background and made some of those 'retro lines' .
2. With the Horizontal Type Tool (T)
make a selection in the middle of the document and write your text (I used #FFFFFF as the color.
Note: The font I used is called 4990810.
In the layers palette, right click your text layer and click Blending Options...
When you're in, use the following options:
Now you should have a result like so:
