We will start with a blank canvas, colored black. And the first thing we want to do is to create our tiled text background. Choose the Type tool and then add your text. Make sure you pick a size and font you like. The color doesn't matter.
Next, goto Edit > Transform > Rotate. Angle it a little, and make sure the text is covering the entire canvas, like so:
Now paste in your image you want to use as the overlay, and resize it as needed. For this example, we are using the following image:
Now click on the eye symbol next to the text layer, this will hide it. Then Ctrl-click the thumbnail of the layer to make the selection, like so:
Next, make sure you are on the layer with the image you want to overlay, and then goto Select > Inverse. This will inverse the selection. Now hit the delete key and press Ctrl+D to deselect. You should have something like this:
If we wanted to use another image, it could look like this:
Or we could combine the two, like so:
When combining, you can simply just overlay multiple layers that you have applied the same text effect to, providing they're all in the same position as when they were processed. Otherwise, the text will not match up across the layers.
