Create a new channel by opening the channel palette(Choose Window/Show Channels if the palette isn't open) and clicking the triangle in the upper right corner of the palette and selecting new channel. Now select the type tool and enter some text and make sure you leave some room for the 'drips'.

  2. Now, Rotate the image(which is under Image.Rotate Canvas) 90 degrees clockwise and apply Filter/Stylize/Wind(settings-wind from the left). Repeat the wind filter 2 more times. You can use CTRL+F to repeat the filter. Then rotate the image 90 degrees counter-clockwise.

  3. Now you want to apply Filter/Sketch/Stanp and play around with the settings to get the effect you want

  4. You now have a channel of dripping text. Now CTRL+Click the channel and then click the RGB channel to return to rgb mode. You will now have just a selection on a white background.
