5. Before we apply Wind filter to our image we need to rotate the whole canvas, so go to Image>Rotate Canvas>90° CW. After that go to Filter>Stylize..>Wind, leave all values as they are and click OK.

Your image should now look like the one above. The only thing that we need to fix now is rotate canvas back to normal and change the color.

6. Go to Image>Rotate Canvas> 90° CCW to rotate the canvas back to normal. Finally, go to Image>Adjust>Hue Saturation..., make sure yourColorize box is checked and adjust the Hue and Saturation for the desired color. Click OK when done.

7. To get your text some sparklings, load your AssortedBrushes.abr and then paint the sparks on top of your text with a airbrush.
