Step 1:
I've started with a new document of 1024x768 with 72dpi with a black background. First up, select the text tool and use the font Haettenschweiler (standard windows font) to write your text in white with the font size of 120. I've written PSDSESSION.COM:
Step 2:
Create a new layer above the text layer, select this layer. Hold down control and click on the text layer, so that you have the bounding box outline of the text.
Step 3:
Go to Select > Modify > Contract and put in 2 pixels. Make sure you still have the top layer selected and then change to the brush tool.
Step 4:
Set the brush to 70 px with a 0% hardness. Select a silver / grey colour, I've used #999898 for mine. In a smooth motion, drag the brush across the bottom half o the text from the left to the right, you should end up with a half silver text with a bold white outline:
Step 5:
Now let's add a bit of a glow. Open up the blending options on the text layer (double click on the right or right click and select blending options). Tick Outer Glow and use the following settings:
