Let's make some nice Toxic Text.
Step 1:
Create a new image, we suggest 400 x 250 pixels, or you can use any size really, just remember, while you are working in photoshop bigger is better.
Pick black Background and white Foreground.
Type the text that you want to make toxic at the center of the image, we are using the "foo" font you can download it for free here!
Step 2:
Now right click on the text layer and choose Blending Options, use these settings:
It will look like this:
Click the text layer (icon) holding Ctrl, to select the text, it will look like this:
Step 3:
Select the background layer and fill with the Paint Bucket then select text with white color. Take off text layer visibility.
Image-Rotate Canvas and select 90° CW, now filter-Stylize-Wind, make the wind part twice, this will make the effect look wider.

Step 4:
Now, Filter-Gaussian Blur, we are going to use 1.5 radius but you can really go between 1.0 and 2.0.
Filter-Stylize-Solarize and press Ctrl + Shift + L (Adjust Auto Levels), you text is going to look like this.
Step 5:
Go to Filter-Liquify, put the settings like this:
Note: Don't change the settings, because maybe you would deform the text
Now use your imagination and talent to create the text effect, good luck.
Step 6:
Yeah the last step, go to Image-Adjustments-Color Balance and personalize the color to your taste. GREAT, now your design is done! Cheers.
Finally you can also personalize your design with the same effects, just use the same steps and enjoy the results.
You can use this Toxic Effect to make some cool text with regular fonts and designs in general giving them a chemical-aggressive style.
