image 1 11. Use the Transform tool (Ctrl+T) to extend the bottom two corners. While holding the Alt and Ctrl key, click on one of the bottom corners and drag the corner away from the center.

image 2 12. Apply a Polar Coordinates filter (Filter> Distort> Polar Coordinates).

image 3 13. Blur the current layer using a Radial Blur filter (Filter> Blur> Radial Blur) with the following properties:

Amount: 25
Blur Method: Zoom
Quality: Best

image 4 14. Use the Hue/Saturation tool (Ctrl+U) to colorize the current layer. These are the settings I've used in this step:

Colorize: Checked
Hue: 200
Saturation: 100
Lightness: 0

image 5 15. Duplicate the current layer (Ctrl+J) and change the blending mode of the new layer to Overlay.

image 6 16. Apply a Gaussian Blur filter (Filter> Blur> Gaussian Blur) to the new layer.

image 7 17. With the top layer selected, Merge Down (Ctrl+E) and duplicate the merged layer (Ctrl+J).

image 8 18. Select the middle layer and apply a Motion Blur filter (Filter> Blur> Motion Blur) with the following properties:

Angle: 90º
Distance: 400 pixels

image 9 19. To increase the visibility of the current layer, duplicate the current layer (Ctrl+J) several times.

image 10 20. To create a larger track, select the top layer and use the Transform tool (Ctrl+T) to reduce the width of the current layer.
