1. Create a new "set" aka folder called "Footer"

2. Create a new layer, and make a rectangular selection at the bottom of your page.

Fill this selection with a gradient of any two shades of a colour, Mine looks like this:

3. Now click and hold on the marquee tool, and you'll get a flyout for other marquees, choose the row one:

4. Make a line at the very top of your gradient filled rectangle, then fill it with a very dark shade of your colour, and then do a filter> blur > gausian blur > radius = 1.3

5. Add another line, and make it dotted, but light. You should come out with something like this:

6. Add some text now, and with a few drop shadows you have yourself a clean footer, mine looked like this:
