1. I am using a 340x460 image. You can make your's a little bigger if you wish though. And a white background will do nicely.
2. You will also need a nice stock image to use. Here is mine, you can use it for now too if you wish.

3. Place this image on your document.
4. Create a new layer.
5. Set your foreground colour to #181649 or a dark, dark blue.
6. Now draw a few lines using different sized pencil tools.

7. Now create a new document, 5x5 pixels with a transparent background.
8. Set your foreground colour to #99CCFF or a very light blue.
9. Draw a diagonal line through your image.
10. Go to Edit > Define Pattern and call it something nice.
11. Close this document and return to your layout one.
12. Now make a selection to the left of your thick dark blue line, and go to Edit > Fill, select Pattern and choose the one you just made. It should look like mine now.

13. Now make a selection of the rectangle between the thin blue line and your stock image.
14. Fill this with a light blue like, #99CCFF.

15. Time to jazz up that stock photo. I made a new layer, added a few white lines to that. Then made another new layer, made a couple of selections, filled it with black and changed the opacity of the layer to around 20%. You can see from my image what I am talking about..

16. The site is looking nice, but not much use without some link text and a header. For the menu I used the font Silkscreen with a 1px white stroke.
17. That is pretty much complete. Just slice it up with the Slice Tool (press K) and you are done. Here is my slices and the final.
