Step 17
Now we are going to create a section for the featured articles. Set the foreground color to #ebe1c1 and use the Rectangle Tool (U) to create a rectangle like I did.
Step 18
Again, create two horizontal lines with the height of 1px in separate layers. You can use again the Single Row Marquee Tool or you can use the Line Tool (U). Just make sure that your lines are under the featured section and don`t go over the sidebar or background. Take a look at the next image for reference.

Set the foreground color to #e3dabe and use the Ellipse Tool (U) to create a circle (tip: hold down the Shift key to create a perfect circle). Open the Layer Style window for this layer and use the settings from the next image for Drop Shadow and Gradient Overlay.
Step 20
Set the foreground color to #f4ebcd. Select the Custom Shape Tool (U) and use this tool to create an arrow. Then open the Layer Style window for this layer and use the settings from the following image for Gradient Overlay and Stroke (for the stroke use the color #c2bba3).
Note: The left arrow needs to be flipped horizontal. In order to do this, go to Edit > Transform > Flip Horizontal.
Step 21
Duplicate the circle and the arrow that you have created at the previous steps and put these duplicated layers on the right side of the featured section (to duplicate a layer, make sure that is selected in the Layers palette and hit Ctrl+J).
Note that the angle for the circle`s shadow has to be set to 0 this time. Except this, all the other settings are the same.

Select the Rectangle Tool (U), set the foreground color to #f3eace and create a new rectangle like I did.
Step 23
Use the Single Column Marquee Tool to create a vertical line with the width of 1px and the color #d0b7a0. Use this line as a separator between the content and the sidebar.

Select the Rectangle Tool (U), set the foreground color to #d3ae7a and create a rectangle. Open the Layer Style window for this layer and use the settings from the next image for Inner Glow and Gradient Overlay.

Use the Pen Tool (P) to create a selection like I did.

Create a new layer and fill the selection you created at the previous step with a linear white to transparent gradient. Then go to Select > Deselect.

Make sure that the gradient layer is right above the rectangle layer. Then right-click on the gradient layer and select Create Clipping Mask. This way the gradient will be visible only on the rectangle. Also, set the opacity for the gradient layer to 25%.
Step 28
Place a RSS icon at the top of the rectangle. You can find some RSS icons here and here.
Then select the Type Tool (T) and use the color #f9f2db to write the text 'Subscribe to RSS'. The font which I have used is Helvetica Neue, but you can use any font you like.
Step 29
Again, add to two horizontal lines with the height of 1px at the top and the bottom of the rectangle. Use the color #bd9f74 for the darker line and #f2dfce for the lighter one.

Now I am going to show you how to create a dotted line in Photoshop. You can use this line as a separator. First, select the Pencil Tool (B). Then right-click on your image and select a square brush with the diameter of 1px. Now go to Window > Brushes (F5), click on Brush Tip Shape, make sure that 'Spacing' option is checked and set the spacing value to 385% (note: is not necessary for you to use exactly the same settings as me).
Now create a new layer, hold down the Shift key (this will help you create a straight line) and create your dotted line.
Step 31
Select the Type Tool (T) and start writing the content for your sidebar.
Step 32
Now we are going to create the footer. Select the Rectangle Tool (U) and set the foreground color to #f9f2db. Then create a rectangle and place it right above the 'background' layer. Right-click on the rectangle layer and select Create Clipping Mask.
Open the Layer Style window for this layer, add a stroke and use the settings from the following image.
Step 33
Now all you have to do is grab the Type Tool (T) and start writing the content. You can add some images too.
Final result
So go grab whatever vectors you need and create your own layout!
