1. Create a new banner sized document, I used 760 x 180
Use the gradient tool to make a blue gradient for the background, I used the colors #247ec6 and #166bbc
Get the pen tool
And make a curvy shape like so:
Turn it into a selection by right clicking it with the pen tool and clicking "Make Selection"
2. On a new layer use the gradient tool to make a transparent white gradient in the selection
Erase some areas with the large soft brush and set the layer mode to Overlay
Repeat that effect or maybe duplicate and rotate
Add a dark version of the gradient to give it a little detail
3. Lookin good! Add some cool lookin text with a solid Drop Shadow to finish it off
