Open any image in paint shop pro that you want to soften. I chose this one.
Go to effects>>blur>>gaussian blur and blur it by 4. Press CTRL+C, then CTRL+Z, and then CTRL+L. Go to layers>>properties and set the opacity at around 40%-60%. Now you can add backgrounds, text, etc...
