1. Create a new 640x480 document with a black background. |

2. Duplicate the current layer (Ctrl+J). |

3. Use the "Add Noise" filter (Filter> Noise> Add Noise) to apply the following properties:
Amount: 5%
Click OK. |

4. Apply an "Auto Levels" (Ctrl+Alt+L). |

5. Use the "Threshold" tool (Image> Adjustment> Threshold) to increase the threshold. A lower threshold level will create denser light-pollution. |

6. Use the "Magic Wand" tool (W) to select a black area in the current layer and press "Delete" to erase it. |

7. Use the "Eliptical Marquee" tool (M) to make a selection of a circle on the current layer. Hold the "Shift" key while using the tool. |

8. Select the selections inverse (Shift+Ctrl+I) and press "Delete". The white dots in the selection should now be gone. |

9. Select the selections inverse again (Shift+Ctrl+I), create a new layer above the layer "Background" and fill with the colour black. |

10. Select the top layer and apply a "Stroke" layer style (Layer> Layer Style> Stroke) and apply the following properties:
Size: 1px

11. On the current layer, apply an "Outer Glow" layer style (Layer> Layer Style> Outer Glow) and apply the following properties:
Blend Mode: Normal
Click OK. |

12. On the current layer, apply a "Radial Blur" filter (Filter> Blur> Radial Blur) with the following properties:
Amount: 10
Click OK. |

13. Create a new layer as the top layer and apply a "Clouds" filter (Filter> Render> Clouds). |

14. Use the "Brightness/Contrast" tool (Image> Adjustment> Brightness/Contrast) to increase the contrast to "+100". Click OK. |

15. On the current layer, apply a "Plaster" filter (Filter> Sketch> Plaster) with the following properties:
