Create a triangular shape as shown using pen tool.

Select the path using path selection tool. Press Ctrl+T. Change the anchor point position to bottom edge of the triangle shape. Rotate it 10°.

Keep duplicating the path and press Ctrl+Shift+T to rotate proportionally.

Repeat the above mentioned steps to complete the circle.

Enable add to shape area from the top bar. Create a circle using elliptical shape tool.

Enable "subtract from shape area" at the top bar. Create a rectangle using rectangular shape tool.

Create "Diamond Card" shape using custom shape tool. Enable "subtract from shape area" at the top bar. Create a rectangle using rectangular shape tool.

Press Ctrl+T. Right Click and select Warp. Select "Fisheye" style from the preset warp shapes. Apply settings as shown.

Select both the paths using path selection tool and then press Combine button from the top bar.

Select the top node using direct selection tool and move it a few pixels upwards.

Enable "subtract from shape area" at the top bar. Create a tiny circle using elliptical shape tool. Create a line using line shape tool.

Enable add to shape area from the top bar. Create a tiny circle and place it on the top node.

Press Combine button again to merge the paths. Copy the path by pressing Ctrl+C. Select the sun layer. Enable "subtract from shape area" at the top bar. Press Ctrl+V to paste the path. Place it on the center as shown.

Type company name using a nice font.

Double click the layer to open layer style window. Apply settings as shown.

Type a punch line below.
