Start a new File 800x600 - 150 DPI and a transparent background. <br/>Go to the tools pallet and choose fill, make sure the colour is set to black and then fill the canvas wtih black

1. Make a new image. I'm using 300 x 300 pixels, transparent background.
2. Use the Paint Bucket and fill the image with black.
3. Go to Filter>>Noise>>Add Noise. Set the options for a blur between 14 and 18% distribution, select Gaussian and Monochromatic.
