Start by creating a new file. Fill the background with black color. Create a vertical rectangle using rectangular shape tool.
Create a few more rectangles of varying widths.
Select all rectangle layers in layer window.
Start by creating a small rectangle using rectangular selection tool.
Press Ctrl+T and right click. Select warp.
Adjust nodes as shown below.
Press Ctrl+T and scale down the width.
If the shape and motion tweenings don't seem enough to you, and you want to make more complex animations, you can combine motion tweenings with the effects and transformations of symbols.
