Concept : In the Dissolve mode, Photoshop will randomly change the layer pixels to 0% opacity and other will remain to 100%. This effect can be checked when the layer is set to the opacity less than 100%.

Concept: Darken mode selects the Dark color as a result. Lighter Pixels are replaced and darker pixels do not change.

Start a 400x400 white file.
Go to "filter > texture > Grain..." and use these settings.
Set your foreground colour to " #7FFF00 " and your background color to " #000000 " (black)
