1) Open up photoshop.
2) Go to File>New and make the image 1024x768 pixels.
3) Go to Layer>New>Layer...
1. Open a new document, I chose 375 x 90.
2. Press D for Default.
3. Filter > Render > Clouds.
4. Filter > Pixelate > Mezzotint > Fine Dots...
