Open a new document in photoshop
Size 760 x 770
Background color: 3b3b3b
Then with Rounded Rectangle Tool ( set the radius to 10 pixels ) create 2 different shape like in the next image
Create a new document with a white background.the size should be 760 x 700 px.
Create a new layer by pressing Ctrl+Shift+Alt+N in the same time.
Set Foreground Color to #001677
Step 1.
Create a new document 750x250 with white background
Now create a new layer and using the rectangular marquee tool make a rectangle approximately 4 pixel at the top of the document and fill it with #383838.
1. Open a new document 450x150
2. Now make a rounded rectangle by using the rounded rectangle tool with a radius of 25 pix , fill it with orange color #ee5f19 and fill the background with a pattern of your choice and you should have something like this
