Step One: Open Image
Open any image that you want to use in Photoshop. Make sure that it is in RGB mode by clicking "Image", choosing "Mode", and ticking "RGB". Crop the photo if necessary.

Step One: New Canvas
Create a new canvas in Photoshop, roughly the width of your web page (or proposed web page) and roughly 30-35 pixels in height.

open a new canvas (File, New or Ctrl+N). The one I'm working with is sized at 400 x 250 pixels, with a white background.
