1. Start with an image 180x180px. Create a new layer and fill it with white using the paint bucket. Add the following layer styles (use these colors for the gradient: #521e09 and #bcb73e):
2. Create an ellipse with a white color and give it the following layer styles (gradient colors are #dbd233 and #faf400):
3. Your ellipse should look like this:
4. Select your ellipse layer by clicking it in the layer window, also select the 'move' tool by pressing 'v'. While holding the 'alt' key, press the up arrow 3 times. This will create 3 copies of the layer giving us a 3d look. The 3 new layers should still be selected. Right click on any of the selected layers and select 'merge layers'. This will combine them into one layer.
5. Give your new merged layer a 'color overlay' layer style, using color #c2bb14.
6. Using the rounded rectangle tool, with the 'radius' setting changed to 20px (see image), create a rod to go on top of our base. Use the following 'gradient overlay' layer style (colors #faf400 and #d3c940):
7. Now we will make the bar going across the top of the scale which will hold the trays. Use the pen tool to draw the bar pictured below. If you are not comfortable with the pen tool, just draw line across with the line tool instead. Give it the gradient shown (colors #faf400 and #d3c940).
8. Create a sphere to top off the bar using the ellipse tool (hold shift to create a perfect circle). Give it the following gradient overlay (same colors as before - #faf400 and #d3c940):
9. Copy your base layer and move it up and to the left. Create a new ellipse on top of the copied base layer and give it this gradient (colors: #620c0c and #cf894f)
10. Use the 'direct selection' tool (looks like a mouse cursor) to click on your copied base layer. This will make 4 points appear - click and drag the top point down to make a moon shape.
11. Resize our 2 new ellipses to make them into a tray.
12. Add 3 lines (2 pixel width each) to create chains holding up the tray. I used #d8cb48 for the color.
13. Create a small ellipse to the right of your scale to make a coin. Color it gray, then duplicate it. Move the duplicate layer up a few pixels.
14. Give the duplicate layer a gradient overlay as shown (using white and #c0c0c0):
15. Merge the two small ellipse layers and duplicate the new merged layer a few times. Arranged the duplicated layers so they look like a stack of coins.
16. Merge the coin layers. Duplicate some stacks of coins and put them on the tray. Arrange the order of the layers to appear as shown below. Copy all of the tray, chain, and coin layers and paste them on the right to complete both sides of the scale. Change up the coin stacks a little to add some variation
17. (optional) Add a slight drop shadow to make your scale stand out more.
