Step 1
We'll first start out by opening a new document and setting the
width and the height to 400 pixels. The resolution should be set to 72
pixels/inch and the color mode to RGB Color at 8 bit with the
background content set to white.

Next unlock the background by double clicking on the padlock.
Step 3
A small window will appear. Click "OK".
Step 4
With a foreground color of black and background color of white select the gradient tool.
Step 5
Along the top make sure the settings are as follows: Linear gradient is selected. Mode is set to Normal.
Opacity is 100%. Dither and Transparency are checked.
Step 6
With the gradient tool selected start at the bottom of the page,
hold down the "shift" key and drag and drag to the top of the page.
Step 7
Next you should select the Custom Shape Tool and select the "Seal"
as your shape. If you can't find it in the menu you have selected click
on the small arrow to the right and select the "Banners and Awards"
set. There you'll find the "Seal".

Leave Style: set to the default of "None" and select a Color: of #4a2174

Starting somewhere in the upper left hand corner hold down the "shift" key and drag down towards the lower right corner.
Step 10
The next step is to apply some layer styles to our badge. Go to: Layer>Layer Style>Blending Options.
In the "Layer Styles" menu check the "Gradient Overlay" option. With
the default Black and White Gradient selected set the Blend
Mode>Color Burn, Opacity>40% and Angle>122 degrees.
Step 11
Next you should check the "Stroke" option and set Size>4px, Position>Outside and Color>#ffffff.
Step 12
Then check the "Drop Shadow" option and set Distance>6px and Size>9px.
Step 13
Last thing which needs to be done in this menu is to check the
"Satin" option and set Blend Mode>Multiply, Opacity>60%,
Angle>-145 degrees, Distance>14px, Size>79px and uncheck the
"Invert" box.
Step 14
It's now time to put a shine on our badge. Create a new layer above
the badge. Select the "Ellipse Marquee Tool" and create and oval over
the upper left hand corner of the badge. If your background color is
still set to white then press ctrl+backspace to fill the selection.
Step 15
Next press ctrl+D to remove the selection. Now with the new layer
still selected hold "ctrl" and click on the "Vector mask thumbnail".
This will create a new selection around the badge.
Step 16
Now invert the selection by pressing ctrl+shift+I. Press "delete".
Remove the selection once more by pressing ctrl+D. Set the
Opacity>6%.

You should now have something similar to the picture below.

Finally, add some text to your liking and your finished.
