Step 1
Open your image in Photoshop (Command+O).
Step 2
Using the Zoom tool (Z), zoom into the eye area. Select the Lasso tool (L) and draw a circular selection roughly around the eye.

Holding the Shift key, draw a circular selection roughly around the other eye.
Step 4
Press Command+J to duplicate the eyes into a new layer (which I have named eyes1).
Step 5
Open the Hue/Saturation Panel (Image Adjustments Hue/Saturation). Move the slider to the right (or until you see the desired color change in the live image preview). I have changed mine to a +70 value to change the eye color to green.
Step 6
Right-click the eyes1 layer and select Duplicate Layer.
Step 7
Change the Blend Mode to Screen and the Opacity to 75% on the duplicated layer (which I have named eyes2).
Step 8
Right-click the eyes2 layer and select Merge Down to merge the two new eye layers together.
Step 9
Click the Layer Mask button in the Layers panel to create a new layer mask.
Step 10
Select the Brush tool (B). Ensure in the Brush Settings, the Hardness value is 0%. Also, ensure that Black is the foreground color, as shown below.
Step 11
Ensuring the layer mask is still selected, paint the excess away from the eye until your get the result as shown below. Repeat on the other eye.
