1. Create a new image (bigger than 100x100) w/a white background.
Create a new layer, and click on your gradient tool and use the following settings for your gradient (this bar, which is one long bar just cut into pieces, can be located on top of the screen below the file, edit and image stuff);

2. Then choose a gradient like this (Click on the image to enlarge)

3. In your new layer, create small circles dragging your gradient over a real small are. Try it out for a minute and you'll get it. You might get something like this:

4. Then make some new circles around your first circles and upon. Create many circles, and make it random!

5. Now keep doing this. Remember to make the circles small! If you make them big you will get a nasty dark outer glow effect!

6. Now use color balance (image - adjustments - color balance) or hue/saturation (image - adjustments - hue/saturation) and give it some color.
