Create the new image in photoshop 300x200px. Fill a background black color. Apply filter Difference Clouds (Filter> Render> Difference Clouds).

Now change color, for this purpose start function Hue/Saturation (Image> Adjust> Hue/Saturation), establish "tick" on Colorize and put Hue-216

Apply filter Filter> Brush Strokes> Ink Outlines co values:

Stroke Length-5
Dark Intensivity-17
Light Intensivity-9.

Amount-36 %
Ridges-10 %
Style-Pond Ripples.
