I wrote this tutorial when I made this:

image 1

I did some things to it that aren't covered in this tutorial, because I forgot them. You'll need to play around with this to get what I got.

Firstly, create new, 438 x 400

image 2

Next, goto Filter>Render>Clouds repeat

image 3

Repeat until you get it nice and even, you should get something like this:

image 4

Now goto Filter>Artistic>Plastic wrap

image 5

Use these settings:

image 6

It should look like this:

image 7

Now duplicate the layer, in the layer palette/window:

image 8

Duplicate the layer twice, then

Set the blending mode to 'lighten', on all layers

image 9

Select the top layer then go:

image 10

With these settings

image 11

Now select the layer below the top layer, do the same thing, but use these settings

image 12

It should look like this now:

image 13

Now do this:

image 14

Then, go to Filter>Distort>Wave, use the default settings:

image 15

Repeat, but click randomize a few times

image 16

It should be looking a bit like this:

image 17

Now go:

image 18

Again, then

image 19

Use these settings:

image 20

It should look a bit like this:

image 21

Now go:

image 22

With these settings

image 23

Now go

image 24

With settings on 75%, mode 'overlay'

image 25

Your final product should look something like that.

If it looks too unorganized for you, then do a bit of blurring at step 3.

This is what I got:
