First, go to File > New. I use 480 Width by 100 Height. Make sure it is in RGB mode.

Then, go to Filter > Render > Clouds. Best with a lighter color and a darker color.

Next, go to Filter > Artistic > Watercolor. Play around until you like it or just use default. I used 1 for Brush Detail, 1 for Shadow Intensity and 3 for Texture.

After that, go to Filter > Brush Strokes > Sprayed Strokes. Default or less should be used on this one. I used 8 for Stroke Length, 6 for Spray Radius and Right Diagonal for Stroke Direction.

Now, go to Filter > Stylize > Glowing Edges. Make the width 1 pixel and change the brightness to max or play around. Leave Smoothness at its' highest.

Finally, go to Image > Adjustments > Color Balance and change the coloring around.

There you go. Again, should only take about 5 minutes.

You can also mess around with the color balance to make it red or green or blue or whatever color you want so it looks awesome.
