Extreme Scream


Ok start with a new document, doesn't matter what color or which size (just make sure it's a big size).

Make a New layer and call it "image". Paste an image of a screaming person in it.

Select the part of the image you want to keep (I only kept the head). It doesn't matter if your selection isn't perfect. Now copy it (Ctrl+c) and paste it on a New Layer, called: "paste".

Now go back to your the "image" layer and go to Filter > Blur > Radial Blur use setting below:

Repeat this 3 times.

It should now look like this:

Press Ctrl+T and use the image below to resize your image:

Ok now go to the "paste" layer and Ctrl + click it to load it's selection. Now go to Select > Feather. Use a value of "12" and hit "ok" And that's it, just fill your background with a nice color and you're done!
