Glowing Lights

Introduction
Make a nice looking light effect to any image you want!

Step 1
Make a new document 400 by 300 pixels. Fill the background in a blue colour, I chose this #0B4072. You can always change this later on if you don't like the colours.

Step 2
Make a new layer. Select your brush tool and make the foreground colour #D9E8F5 and make your brush size 5-10px don't forget to select a smooth stroke brush. And add click once on the background.

Step 3
Make a new layer. Select your brush tool and make it to its size 30px and make the Flow 50%. And go over your glowing dot. You should now have a nicer effect on your dot. Now you can merge your image to save you hassel instead of having to do layer by layer. Do to this select you 2nd layer and Hold {CTRL+E}. This will now merge it, you should have something that looks like this:

Step 4
Now you can apply lots of other things and make your image look even better, for example add text and some extra details to it. This is a preview of what I did.
