1. Create a new 400x400 pixel document and name it Light Rays. Now press D and add a clouds filter the document. Then add a mezzotint filter with settings [From drop down box: Fine Dots].
2. Now apply a radial blur with settings [Amount: 90-100, Blur Method: Zoom, Quality: Best]. Now find the edges. Then Invert.
3. Now again, apply a radial blur with 2 times. First with these settings [Amount: 90-100, Blur Method: Zoom, Quality: Best]. Second time with these settings [Amount: 5-6, Blur Method: Spin, Quality: Best]. Now find the edges. Then Invert.
4. For the fourth and final time, apply a radial blur with settings [Amount: 90-100, Blur Method: Zoom, Quality: Best]. Now you can Adjust Auto Levels, but for a more 'do it yourself' feel, Adjust your levels with these settings.
(note: I did the more 'do it yourself' way). Now you can add color to the image by, creating a new layer and filling it with a color of your choice. Then set that layers blending mode to 'Color'. Below is the final with color. This is similar to the other light rays tutorial, similar techniques ,different outcome however.
