This is a very beautifull effect.isn't it
1.Open a 250*200 document and go to Filter> Texture> Grain :
Intensity = 100
Contrast = 100
Grain Type = Vertical
2.Change Foreground color to green and background to black then apply Filter> Artistic> Neon Glow :
Glow Size = 5
Glow Brightness = 15
Select green for glow
3.Go to Filter> Stylize >Glowing Edges :
Edge Width = 1
Edge Brightness = 15
Smoothness = 1
Result
