Rain With Haze

1. Well lets start off with an image. For this one I chose Vicious from Cowboy Bebop. Make sure the subject is on its own layer. To make this easier I suggest starting with a black background.

2. Duplicate the layer that the subject is on. Select the subject and fill it in with white. Now drop the white layer below the subject. Make sure the subject is not selected and do the following: Filter > Blur > Gaussian Blur... and set it to 10. Hit Ok. Set the lair opacity to 30%

3. Now create a new lair above the subject and set the properties to screen and fill the lair with black. Now do: Filter > Noise > Add Noise... Set the amount to 5, Gaussian, monochromatic. Next do: Image > Adjustments > Brightness/Contrast... and set the contrast to 60.

4. Now do: Filter > Blur > Motion Blur... and set the angle to 60 and the distance to 23. Adjust the layer opacity to taste and presto - Rain with Haze.
