Open a new document, I've chosen 400x400 px. Hit D on the keyboard and then go to Filter > Render > Clouds. Go to Filter > Render > Different Clouds, do it 5 times. Don't think we are finish with the Render. Go to Filter > Render > Lightning Effects and set theese settings:

Go to Filter > Artistic > Plastic Wrap and then Filter > Distort > Ripple and set Amount=999. Now it starts looking great, but we are still not finish. Go to Filter > Distort > Glass and keep the standart settings. As the last step, go to Filter > Render > Lightning Effects and set theese settings:

You are finish.
