I started of with an image of 640x480, but any size really works.
1. Press D on your keyboard to reset your colors, and do a Filter>Render>Clouds.
2. Then, Filter>Render>Difference Clouds. Press Ctrl+F three times.
3. Do a Filter>Sketch>Chrome, and keep the default settings.
4. Now go to Filter>Distort>Wave with these settings:Number of
Generators: 3
Wavelength: Min: 104 Max: 216
Amplitude: Min: 104 Max: 225
Scale: Horiz: 52% Vert: 68%
5. Then duplicate that layer, and go to Edit>Transform>Flip Horizontal. Then set the layer blending mode to lighten, and merge the layers (Ctrl+E)
6. To add color, create a new layer, and fill it with any color you want, and set the blending mode to overlay. Then merge the layers. (I realize I could use Hue/Saturation, but I prefer this method...do whatever you choose.)
7. Then go to Image>Adjustments>Color Balance and make small adjustments so that the image appears more defined.
