Step 1.
Start a new Photoshop project. ( Ctrl+N ) Make the Width and Height 250x250.

Choose the image 1

Select the Violet , Green , Orange gradient.

Step 2.

Now draw the line from the Top Left-hand corner to the Bottom Right-hand corner.

If you drew that correctly, it should look similiar to the picture below.

Step 3.

Select Filter > Distort > Twirl : Angle: 808

Step 4.

Now, go to Filter > Distort > Glass : Distortion: 5 Smoothness: 3 Texture: Frosted Scaling: 100%

Step 5.

Select Filter > Brush Strokes > Angled Strokes : Direction: 50 Stroke Length: 15 Sharpness: 3

Step 6.

Select Filter > Stylize > Glowing Edges : Edge Width: 2 Edge Brightness: 6 Smoothness: 5 .

That should give you the final graphic, which should look similiar to the graphic below.

Optionally, you can press Ctrl F to do this one more time to give it a more fancier, but weirder look.
