CCTV Effect

Here's a quick tutorial on how to give a CCTV footage appearance to a photo.

First we will blur the photo.

Go to Filter>Blur>Lens Blur...

...and apply the settings circled above.

Next click on the Adjustment layer button, and choose Brightness/Contrast...

...and set the contrast to +20.

Then click on the Adjustment layer button again, and choose Hue/Saturation.

Set the saturation to -75.

img

Now make sure your foreground colour is set to black, and the background colour is set to white, and choose Gradient from the adjustment layer list.

Click on the gradient box then choose the Foreground to Transparent gradient.

Set the style to Radial, and the scale to 125, then click OK.

With the gradient layer still selected, choose Soft Light from the blending modes list.

This gradient layer will have given your image a dark vignette.

Next we will create a pattern that we will use to fill the image with horizontal lines.

Open a new Photoshop document with the dimensions set to 1 pixel wide and 10 pixels high.

Fill the top half of the canvas with black, and keep the bottom half transparent.

Then go to Edit>Define Pattern.

Give your pattern a suitable name, and click OK.

Now, back in your main document, create a new layer and go to Edit>Fill and choose your new pattern from the list, then click OK.

This will have filled your layer with black lines.

You can use the Transform tools to increase the scale of your lines if necessary.

Next go to Filter>Blur>Gaussian blur and set the radius to 4.0 pixels...

...then decrease the layer's Opacity to 50%.

img

Finally give the image a blue tint by creating a Colour adjustment layer, and using the colour '00eaff'.

Set the layer's blending mode to Soft Light and it's Opacity to 25%.

You're layers panel should end up looking like this.
