Select the Ellipse Tool, hold down the Control key, and draw out an ellipse shape. Holding down control will keep the ellipse proportional. You can make it whatever color you want your poker chip to be. I made mine blue.

First of all open a new document. Here I have used document size width = 300 pixels by height = 300 and resolution = 96 pixel/inch.
Now look at your right, you will see the layer window. Here in the Layer window create a new Layer by clicking on the icon which is creare a new layer with hand.
Now we will learn how to make it .Firstly we will make a new layer
File> New and make a canvas 300*300 pixels and resolution 72 dpi is fine, and you should be in RGB mode.
Make a new layer, by clicking the Create a new Layer icon at the bottom of the layers pallete.
