Start by creating a rectangle of your header size. Fill with dark gray color. Take a duplicate of this layer and fill with a lighter shade of gray. From filter menu apply noise>> add noise. use settings as shown. Change layer mode of this layer to overlay.

Start by creating a rounded rectangle with the settings shown.
Enable subtract from shape area from the top bar.
Create a small circle over the rounded rectangle. This will create a hole in the hanger.
